Both DSL and Cable modems keep you connected permanently to the Net.
Any always-on Internet connection with a static IP address is vulnerable to hacker attacks.
This does pose a big security threat especially if you are using Windows and have file sharing turned on.
DSL and cable modems are NOT AS SAFE and secure as traditional dial up modems.
All users are encouraged to install a firewall / router. You will need a router anyway if you're going to share your connection among may computer in your household.

No - but you can get bundled services that will get you cheaper Cable TV if you get High speed cable as well - e.g. my basic cable
